Rhine Set for More Disruption After Hitting Lowest on Record photo

Aug 4, 2026 (Bloomberg) – Disruptions on one of Europe’s key trade routes are expected to worsen as the Rhine River has reached its lowest recorded level just before the peak of the summer dry season. Conditions are likely to deteriorate further in the coming weeks.

The clearance level for barges at Kaub, a crucial point for vessels heading to southern Germany and Switzerland, fell to just 21 centimeters (8.3 inches) overnight, marking the lowest level since records began in 1880. Although it rose slightly on Tuesday morning, the relief is expected to be temporary, as the Rhine typically sees its lowest levels later in the summer. Predictions indicate it could drop to 17 centimeters by Saturday.

Throughout Europe, low river levels are disrupting trade and forcing reductions in nuclear power generation. This situation highlights how vulnerable the region's infrastructure is to frequent droughts. Currently, many companies are finding alternative methods to manage the situation, but they may face challenges if water levels drop further.

“The timing is particularly worrying,” said Rico Luman, a senior economist with ING Groep NV. Such shallow water levels this early in the season not only signal increasing climate-related risks but also affect businesses relying on the river for transportation.

Freight rates have surged as barges are forced to carry lighter loads to navigate the shallow waters. The cost of shipping diesel from Rotterdam to Karlsruhe has reached its highest level since Bloomberg started collecting this data in 2009.

In response, some companies have adopted temporary solutions in recent years, such as reducing shiploads, increasing raw material inventories, or shifting to other transportation methods. While these measures cannot entirely eliminate the impact, they can help mitigate the effects, according to Luman from ING.

For long-term resilience, changes in vessel design, fleet composition, and river infrastructure may be necessary, he added.

Chemicals giant BASF SE reported that it is closely monitoring the situation, as falling water levels have led to some supply issues. Meanwhile, Shell Plc has shifted fuel deliveries from its Rhineland refinery to rail and truck transport. Lanxess AG has set up a crisis management team to address logistical challenges, and Evonik Industries AG noted that the situation is affecting production at its Marl Chemical Park.

The Institute for the World Economy estimates that persistently low water levels in the Rhine could reduce Germany’s gross domestic product by between 0.1% and 0.2% from July to September.

At present, there is little relief for the Rhine. A heat wave is sweeping across Europe, with temperatures expected to rise 5 to 8 degrees Celsius above normal through the end of the week, according to meteorologist Richard Martin-Barton at MetDesk.

Isolated thunderstorms may occur from France to the Benelux countries and into Germany, with more widespread rain and storms possible from Austria through the Czech Republic and Poland to Belarus. However, much of mainland Europe is predicted to remain relatively dry, Martin-Barton noted.

Any rainfall would benefit the Rhine, but short bursts of rain are unlikely to quickly address this summer’s significant water deficit. Dry soils are expected to absorb much of the rain before it reaches the river, while ongoing heat continues to elevate evaporation and plant water consumption across the region, said David Hannah, a hydrology professor at the University of Birmingham.

Romania has taken drastic measures, with the military detonating a rock formation in the Danube on Monday to redirect water toward the Cernavoda nuclear power plant after low water levels forced one of its reactors offline. This action raised the water level at the plant by 2 centimeters instead of a predicted 2-centimeter drop, the country’s defense minister announced.

In Hungary, the drought has disrupted energy supply. The country’s only nuclear power plant was shut down last weekend as low Danube water levels resulted in insufficient cooling water for the reactors.
