ICE Targets Louisiana Shipyard in Major Immigration Enforcement Operation photo

Last week, federal immigration authorities carried out a focused operation at a shipyard in Louisiana, leading to the arrest of 25 Honduran workers employed by a welding contractor accused of not meeting employment verification standards.

The operation was executed by ICE Homeland Security Investigations (HSI) New Orleans, with support from Enforcement and Removal Operations (ERO), at Big “B” Services LLC, known as Barrois Welding Services, located in Harvey, an area with a high concentration of Gulf Coast shipbuilding businesses.

This operation was prompted by an investigation that started in March 2025, after an individual working at Barrois Welding Services was arrested for immigration violations. During the investigation, HSI agents issued a Notice of Inspection and Immigration Subpoena to the company owner, Russel E. Barrois, who reportedly did not provide required documents such as Form I-9s, ID documents, or a current employee list, despite several requests.

Among the 25 Hondurans arrested at the site, some had criminal records that included previous illegal entries, driving under the influence (DUI), discharging a firearm within city limits, and resisting arrest by giving false information.

“This operation shows our dedication to enforcing immigration laws and holding employers accountable,” stated Matt Wright, Deputy Special Agent in Charge of HSI New Orleans. “We will keep investigating and taking action against those who don't follow the law.”

Location in a Major Shipbuilding Area

The operation took place in Jefferson Parish, known for having one of the largest commercial shipbuilding areas in the U.S., featuring Gulf Craft, Harvey Gulf’s industrial yard, the historic Avondale Shipyard, and several repair yards along the Harvey Canal. HSI did not disclose the exact shipyard where the operation occurred.

HSI is still investigating any potential criminal responsibility linked to this case. As part of its ongoing efforts to improve national security through workforce compliance, HSI leads the IMAGE program—a partnership between the government and employers aimed at helping businesses navigate hiring challenges through education and outreach.
